This chapter outlines ten criteria or factors, called matrices, which assess the development potential of rural properties based on resources unique to a particular site, and establishes the basis upon which detailed site information supplied by an applicant can be accepted in lieu of general data otherwise available to county planning staff for matrix determinations.
