The purpose of this chapter is to allow for a consistent determination of the development potential of rural land parcels based upon the availability of services, environmental and site specific constraints, and resource protection factors mandated by Measure J, the growth management system, its implementing ordinances and policies, the County’s General Plan and Local Coastal Program Land Use Plan.
