If the Planning Commission recommends against a proposed amendment to the General Plan, its actions shall be final unless the matter is subsequently considered upon appeal or special consideration by the Board in accordance with the provisions of Section 18.10.350 of the County Code, or unless the amendment was originally referred by the Board.
