No action or proceeding to review any acts or failures to act or proceedings, or to question the validity or enjoin the performance of any act or proceedings, or the issuance or payment of any bonds, or the levy or collection of any assessments, as required or authorized by this article, whether based upon irregularities or jurisdictional defects, or otherwise, shall be maintained unless commenced within thirty days after performance of the act complained of or the adoption of the resolution or ordinance making the determination or providing for or approving the matter complained of.
