14.27.010 Connection.

Where a public wastewater system is not available or accessible, the building wastewater system shall be connected to a private wastewater disposal system complying with the State Department of Health’s regulations. (Ord. 2323 § 10 (part), 1994)

14.27.020 Inspection and testing.

All new and private wastewater systems shall be inspected by the department and tested by a State Department of Health certified laboratory at the owner’s expense for ground water infiltration/exfiltration, which shall not exceed the rate of two hundred gallons per day per inch of diameter of pipe per mile of pipe, before connection is made to the public wastewater system. Existing private wastewater systems connected to the public wastewater system shall be inspected by the department and tested by a State Department of Health certified laboratory at the owner’s expense for excessive infiltration/exfiltration whenever deemed necessary by the director. Sample collection shall be witnessed by the department. If the rate of infiltration/exfiltration is excessive, the owner shall effectuate remedial measures within thirty days after notification by the department. (Ord. 2323 § 10 (part), 1994)

14.27.030 Specifications.

The type, capacities, location and layout of a private wastewater disposal facilities shall comply with all requirements of the State Department of Health. (Ord. 2323 § 10 (part), 1994)

14.27.040 Operation and maintenance.

The owner shall operate and maintain the private wastewater disposal facilities in compliance with the State Department of Health regulations. (Ord. 2323 § 10 (part), 1994)

14.27.050 Availability of public wastewater system.

At such time as a public wastewater system becomes available to a property served by private wastewater disposal facilities, a direct connection shall be made to the public wastewater system in compliance with this article within one hundred eighty days following notification by the director; and any septic tanks, cesspools, and similar private wastewater disposal facilities, shall be abandoned and filled with suitable material in compliance with all requirements of the State Department of Health. 14.27.060 Restrictions.

All private wastewater systems connected to the public wastewater system shall be governed by the provisions under sections 14.21.020 through 14.21.140, 14.25.010 through 14.25.060 and chapter 14.23. (Ord. 2323 § 10 (part), 1994)

14.27.070 Scope of provisions.

No statement contained in this chapter shall be construed to interfere with any additional requirements that may be imposed by the State Department of Health. (Ord. 2323 § 10 (part), 1994)
