917.01 Purpose of consolidating supervision.

The council has found the necessity, by reason of the integral relationship of the operation, management, and control of the Park of Roses, Whetstone Park, and the management, control and operation of recreation and parks of consolidating in recreation and parks all powers and functions relating to the management, control and operation of the said Park of Roses, to the end that all municipal parks, flower gardens and forestry functions of the city shall be coordinated in order better to effect their administrative economy and fiscal benefits necessary in the operation thereof. 917.02 Integral part of recreation and parks.

To accomplish the purpose declared in 917.01 the operation, management and control of the Park of Roses, Whetstone Park, is created and established as an integral part of recreation and parks, and recreation and parks shall exercise the functions and duties set forth in this chapter. (Ord. 114-73.)

917.03 Management of park.

The director of recreation and parks along with all other duties, shall manage, control and operate the Park of Roses, Whetstone Park, pursuant to the directions, rules and regulations promulgated and established by the recreation and parks commission relative to the Park of Roses activities at Whetstone Park. (Ord. 114-73.)

917.04 Director as officer of Rose subcommission.

The director of recreation and parks shall in addition to his duties as director and as manager of the Park of Roses, Whetstone Park, serve as executive secretary of the “Columbus Rose subcommission” being established by separate ordinance of the council. As such executive secretary he shall be the coordinator of all activities with respect to the Park of Roses, between the said subcommission, city council and the city administration. (Ord. 114-73.)

917.05 Park of Roses trust fund.

917.06 Improvement trust fund.

The city auditor is authorized and directed to establish a special account or fund within recreation and parks which shall be designated “The Park of Roses improvement trust fund” which shall be a special and separate fund into which fund shall be deposited all contributions, donations and gifts concerning the Park of Roses, Whetstone Park. Expenditures and disbursements from this fund shall only be made for the purpose of renewing, restoring, replacing, substituting and improving said Park of Roses according to the master plan for the Park of Roses, Whetstone Park. This fund shall be a continuing fund, and no part thereof shall be commingled with any other city fund and furthermore, no unexpended balance or part of such fund shall, at any time, lapse into, the transferred to or become a part of any fund of the city. However, all expenditures shall be made from the Park of Roses improvement trust fund by appropriations or authorizations made by council. (Ord. 114-73.)
