Chapter 915 FRANKLIN PARK CONSERVATORY SUBCOMMISSION
915.01 Franklin Park Conservatory Subcommission Established.

915.01 Franklin Park Conservatory Subcommission Established.
There is created an advisory subcommission to the recreation and parks
commission to be known and designated as the Franklin Park Conservatory
subcommission. (Ord. 17-85.)
915.02 Members.
The Franklin Park Conservatory subcommission shall be composed of
seventeen (17) citizens of the county of Franklin, to be appointed by the mayor
with the concurrence of council. Each member will serve without compensation,
for the term of three (3) years, and until his/her successor is appointed and
qualified. However, the initial subcommission appointments shall be as follows:
six (6) members shall serve for three (3) years; six (6) members shall serve for
two (2) years; and five (5) members shall serve for one (1) year. (Ord.

915.03 Vacancies.
Vacancies caused by death, resignation, removal from the county, or
otherwise, shall be filled for the unexpired term in the same manner as original
appointments are made. (Ord. 17-85.)
915.04 Organization of subcommission; bylaws and rules.
The organization of the Franklin Park Conservatory subcommission shall be
as follows:
There shall be a chairman, a vice chairman and a secretary,
elected by the subcommission from its members at its first meeting.
The
subcommission shall meet not less than four (4) times per year at least once
every three (3) months at such time and place as it decides. The subcommission
shall meet at special meetings as called by the chairman, provided twenty-four
(24) hours written notice is given to each member.
The Franklin Park
Conservatory subcommission shall adopt by-laws, rules and regulations that are
not inconsistent with the provisions of the Columbus City Codes.
A copy of
the by-laws and rules shall be filed with the clerk of the city. (Ord.

915.05 Duties of the Franklin Park Conservatory subcommission.
The duties of the Franklin Park Conservatory subcommission are as
follows:
The subcommission shall encourage public interest in the
conservatory and its many activities, assist in planning programs and
encouraging the appropriate use of the conservatory facilities; encourage
donations and help to organize fund raising events in light of the special needs
and projects as may be identified by the department of recreation and parks;
keep the conservatory staff informed of community interests and needs; review
and make recommendations to the recreation and parks commission with regard to
the master plan of the park and conservatory, review the annual and capital
improvements budgets for the conservatory and make recommendations to the
recreation and parks commission prior to the budgets’ adopted by the city
council; review and make recommendations to the director of recreation and
parks, within established guidelines and procedures, on the suitability of
candidates considered for the position of the director of the conservatory and
promote and encourage activities and programs by volunteer groups to the
conservatory. (Ord. 17-85.)
