907.01 Manner and system.

(A) All the business houses and dwellings situated within the corporate limits shall be numbered in the manner according to the system prescribed in this chapter.
(B) The owner, agent, lessee, occupant, or other person having control of any building in the city upon a street to which street numbers of buildings have been assigned shall cause the proper arabic numbers to be placed on and continuously maintained on the fanlight, transom, door, entrance, steps or gate, or conspicuous place on the front of such building in such a manner that the number may at all times be legible and visible from the street pavement in front of such building. If a building stands back more than forty-five (45) feet from the lot line, the number shall be conspicuously displayed at or near the walk, driveway, or common entrance to such building at the street line or a gate post, fence, tree, or post, or other appropriate place so as to be legible and visible from the street pavement. As used in this section “front” means that side of the building which faces the street on which the number of the building or premises on which such building is situated, has been allotted, and that the number shall be displayed on such side of such building or premises.
(C) No person without just cause shall remove, alter or deface any house number properly assigned and placed on or near a building, nor shall any person without just cause place or retain on any building any number other than the one duly assigned if such additional number could reasonably be mistaken for the assigned street number.
(D) No person shall negligently fail to install or maintain the proper numbers as required by this chapter. (Ord. 997-86.)

907.02 Initial lines.

The initial or starting lines shall be High Street and Broad Street, respectively, for the streets running east and west and north and south, and the numbers upon any street not connecting with either of the above initial streets, shall be calculated and fixed in the same manner as if such streets did so connect, so that the same number on parallel streets be as near as possible the same distance from the initial line. 907.03 Even and odd numbers--Spacing.

The even numbers shall be upon the east and north sides of the streets and avenues and the odd numbers upon the south and west sides of same, allowing not more than fifteen (15) feet, streets and alleys included, for each number. Where entrances are so congested as to require it, the half numbers shall be used. (40.51.)

907.04 Designation of North, South, East and West.

The streets and alleys shall be designated North, South, East and West, as they be respectively north or south of Broad Street, or east or west of High Street. (40.53.)

907.05 Size, style and color of numbers.

The numbers shall be arabic, shall not be less than four (4) inches in height and the color of the numbers shall contrast with the color of the surface on which they are mounted, applied or appear and shall be visible and legible from the sidewalk or street. The owner, agent, lessee, occupant, or other person having control of such building may post additional sets of address numbers provided that one (1) set complies with the provisions of this chapter. 907.06 Curb painting prohibited.

No person(s) shall paint house numbers on curbs within the public right-of-way, unless such person has the prior written consent of the abutting property owner whose house number is being painted on such curb. House numbers shall be displayed in accordance with Sections 907.01 and 907.05. (Ord. 1711-94.)

907.99 Penalty.

Whoever violates or fails to comply with C.C. 907.01, 907.05 or 907.06 shall be deemed guilty of a misdemeanor and fined not exceeding one hundred dollars ($100.00). Any such violation or failure to comply shall constitute a separate offense on each successive day continued. (Ord. 2132-92.)
